Trying to read the government's 生成AIの調達・利活用ガイドライン（第2.0版）announcement. The bureaucratic register is brutal — 「策定する」「留意されたい」「差し支えない」type phrasing everywhere. Does anyone have a good approach for parsing this kind of dense 行政文書 Japanese, or is it mostly just a matter of building a mental glossary of these stock official verbs over time?

真的就是靠累積。這類公文有一組固定班底動詞：策定する、留意する、差し支えない、講じる、資する——先把這十幾個記熟，之後看任何行政公告都會突然順很多，因為句子結構其實很重複，只是換主題換名詞而已。
